West Virginia has a statewide network of Adult Education Programs, most of which are operated through county boards of education. Each county board of education designates one employee to serve as County Adult Basic Education Director. This individual is responsible for coordinating the scheduling of Adult Education classes, hiring teachers, and overseeing financial and attendance reports. In addition, some volunteer and library-based literacy programs and community-based organizations receive ABE funding to deliver services. Each program designates an individual to oversee the operation of services.
